There are two things we've noticed about communication in both 9/11 and Katrina. First, various agencies had trouble communicating. The next is that all the mobile phone service died.

Duh.

When is the FCC going to declare mobile phone communication as critical, and impose disaster-level specifications on the equipment? The carriers use our airwaves; maybe some responsibility should come with the privilege.
